Cicely Harris is Chief People Officer for RiseBoro, with responsibilities encompassing Human Resources, Legal, and IT.
Cicely began her New York career as a Bronx County Assistant District Attorney, where she worked for over 11 years. She also served as the Bronx District Attorney’s first Diversity and Inclusion Lead, as well as, the EEO Officer/Career Counselor. In 2019, she joined the New York State Division of Human Rights as the Director of Compliance. She then served as Acting First Deputy Commissioner in 2020 and then became the First Deputy Commissioner in 2022. As the First Deputy Commissioner she oversaw the agency’s 21-million-dollar budget including federal contract compliance. Finally, she directed the agency’s Diversity, Equity and Inclusion efforts which included implementing new training courses, reviewing hiring processes and retention techniques.
She received a mediation certificate from the Institute for Mediation and Conflict Resolution in the Bronx. She is a member of the: Metropolitan Black Bar Association, New York Hampton University Alumni Association, the Mid- Manhattan Branch of NAACP, New York City Transit Riders Council (NYCTRC), and New York Alumnae Chapter of Delta Sigma Theta Sorority, Inc. In 2017, she was honored by Councilman Bill Perkins with the Hope Award. She was also selected as one of the 2018 Trailblazers by New York City Comptroller Scott Stringer and the 2024 Citizen of the Year by the Kappa Omicron Chapter of Omega Psi Phi Fraternity, Inc. Cicely Harris has been an active member of Manhattan Community Board 10 for the past 12 years. She is the immediate past Board Chairperson and currently serving as the Public Safety Committee Chairperson.
Cicely attended Hampton University in Hampton, VA, Howard University School of Law and studied at the University of Cape Town in South Africa.
